The guidelines in the cheat sheet came from the Trunzo's game manual in earlier versions of the game. I think at the time when the Trunzo's wrote the document the lowest rating a fighter could have was 1. The current version allows for a wide range of 0 rated guys. I tend to look at the fighter rating number more in the manner that you suggest but still look at a fighter with at least one CF rating of 5 as a journeyman.

Relation of HP to 3 Pt punches for current data base is as follows

2 3 to 6
3 6 to 9
4 10 to 12
5 13 to 15
6 16 to 20
7 21 to 25
8 26 to 30
9 31 to 36
10 37 to 42
11 42 to 44
12 45 to 47
13 48 to 50

4) Standardization of Punches missed and clinching:

These are two areas where all fighters occupy a rather narrow range of ratings. Punches landed (PL), punches missed (PM), clinching (CL) and ring movement (RM) occupy a string of numbers from 22 to 80. Ring movement is not noted but comprises the numbers following a clinch up to the # 79. None of these points on the scales should overlap The following is a rule of thumb that is used currently.
