Simply, the Jets moved to Phoenix largely because the Canadian dollar deteriorated to the point where the team was no longer viable. The CAD was about 70 cents to the US Dollar and with salaries being paid in USD, you can see the revenue/expense problem that it caused.

Now, with the CAD/USD being basically at par, the smaller Canadian markets such as Winnipeg and Quebec City are viable again. I assume that's part of what Rudel was getting at - if/when the USD rises again, Winnipeg will be in trouble again.
