Ok it's like this. You know how there are different titles...the WBA, WBC, etc. These are organizations that consider themselves the governing bodies of boxing. They sanction bouts, etc.
In my universe that I have on hold right now (until I finish my tournament) I have regional governing bodies and one major governing body, so have the fighters in groups for the region they reside in. This allows me to have regional champions as well as eventually a world champion.
This is a very basic setup, you can go further if you wish, setting up state groups, etc if you enjoy micro-managing your uni.
