A table setter is a person with a high On Base Percentage. There is no other requirement other than getting on base. This is usually a top of the lineup hitter, a one or two hole hitter. Where they are in the lineup depends on your philosophy. Some managers like speed, some like smart base runners and some like aggresive base runners. But really the speed thing doesn't matter. You can't steal first base.
