Best way to get Stras is to wait until the offseason. 9 ties out of 10 Pujols comes up in free agency....so you can buy him and then ship him off to washington. Note: it will take more than Pujols to get Stras, but that is good starting point. Stras is well worth it. In fact I don't even try to use him anymore because it's almost like cheating. He is so dominant a few years into the game and he's rather cheap to resign.
Also, a cheaper/easier to get guy is Jameson Taillon from Pittsburg. He's not nearly as dominant as Stras, but He's got 4 pitches with 17/20 potential, and his movement & control are both 14/20 & 13/20 with stamina starting at 14/20. And hes only 19. He will take a year or two before you can count on him to be dominant, but he will get you there.
As far as increasing budget: it depends on your owner. I have a guy in my fictional league who is a penny pincher. After a while of playoffs my budget was 130. It took 2 world series wins and with a playoff season in between to make it go up to 140!!
Either way, if you are doing things right, you should be able to trade your older top players for good young prospects. Note that not all prospects end up becoming stars and I've had a season or two that were a disaster because I took a chance on a young guy. Either way, when you get bad season you at least get a good draft pick. Top pitchers go in the top 3 spots of the draft.
