For Strasberg, i offered felix hernandez and another elite starter in exchange for jayson werth and strasberg. you need to include someone like with a high salary werth in the trade in order to get it accepted.
for lincenum, make sure you have the salary space, and offer them a top player and a prospect in return for lincenum and zito (whose 17 million dollars of crap)
Another forum member, i want to say chort but i'm not sure found that jameson taillon seems to become an extremely good starter, i've gone 16 seasons and 323 wins with him. not as good as strasburg, but very consistent through the years., of course randomness may cause him to become inffective but... it's worth the risk IMO
Sometimes they do regain star status, but these kinds of things are totally random and determined by the game engine
budget increases only once in a while, you'll usually get a huge boost if your team gets bought by a new owner though, the angels went up to 220 million for me after new ownership
to build the best dynasty i started with the new york yankees because of their high total salary, once you dump the expensive players (send them to minors to get rid of the 10/5) you can SUSTAIN a team of 10-13 superstars for up to 11 years if you play your cards right. don't get too greedy though, or you may end up losing your stars to free agency.
the big four get old too quickly, and your team ends up falling apart, that coupled with initial low draft picks make the middle years frustrating, but it's very enjoyable to piece the organization back together
for a DH, i got Jay Bruce, great homerun power and very consistent for up to 12 years.
click thanks if this helped(:
