The way an online league is supposed to work is pretty much the same as a solo game except for trading (which you do with other league members via email, PM, AIM, etc), drafting, which is done either by a live draft in a chat room or through the statlabs utility, and the pace.

It looks like you ran into 2 bad scenarios when you attempted to play online, most leagues aren't like that, it is very irresponsible for a commissioner to allow a team to be vacant and not try to either fill it or improve it in any way. The second one, any time that you join a league and have to sit around for 6 weeks before you even play.

Our league is very laid back but competitive. It may seem like we have a fast sim schedule with the 5 sims a week but we only sim 3 game days per sim, it is a very solid and enjoyable pace. Like I mentioned in previous posts, we have a great group of owners, most of them are able to help out with any questions you would have. Just an example, it's almost 1 AM EST and there are 10 league GM's on AIM this second.
