Will OOTP 12 be a NEW game or is it more a re-package of OOTP 11. Since I just noted an update ?

I have pre-ordered OOTP12 but had though the release was going to be at start of baseball season -- then late April -- now late May ?

And if I understand not even Beta testing till first of May ?
