Registering gives two things: (1) a presumption of copyright validity, and (2) the right to sue over the copyright. Thus, a website is protected by copyright, but if it's not registered you don't have the right to sue. If someone really wanted to stop others from copying their material, they could register the site and then sue.

Hmmm... how it was explained to me by an entertainment lawyer is that you have the right to sue either way, but if you officially register the copyright, you don't have to pay court costs for the lawsuit.
