I always put the responsability on the fact the rotation is two pitchers only and no relief pitcher is really needed. I've switch mine to three (strict occasionally highly rested) in 1885 for my league, even if the strategy was always set to two. Too many pitchers for the number of job available so it's hard to have a dominating pitcher for more than six years before the team draft a better rated one and place the other, even if he is always good, in the wasteland that is the relief spot.
