Discounting v10 could cannibalize v11 and v12 sales to undecideds. The company makes almost zero profit on discounted titles. Even if you only get 1 of 3 possible sales going to v12 instead of v10 the profit margin produces better revenues.
It's poor marketing to give consumers an easy way to avoid your new or active titles. Especially now in the lead up to a new version.
