I go by stats as well and mostly ignore the recommendation on the minor league report, though I know some people like to use them. Possibly ready for MLB simply means your scout thinks that player could do well at the MLB level but isn't sure. These are the guys you might want to call up in September to see how they perform, or maybe for a couple weeks mid-season (if you aren't worried about service time) to sub for an injury.

Another reason to slate players more often than "when starter is tried" is morale. Players like to play, and I think this keeps your bench and role players a bit happier.
