Well of course. Anyone could break their spine and never play again. But QBs have the least to lose besides maybe kickers. They get an extra year to read defenses and traditionally QB is a position that you can play well into your 30s.

HBs on the other hand have short life spans and if I was giving advice to one I would tell him to leave school and declare ASAP. Their bodies only last so long before they are used up and discarded. That one extra year of pounding in college could mean a few lost million.

Locker would have gone in the first round had he decided to declare, not sure what your comment means.
And recent history shows that you can be a QB and suffer a pretty serious injury, miss pretty significant time, and still cash in. Sam Bradford choose to stay an extra year and ended up missing most of it. He still went #1 overall.
