If the player has five or more years of Major League Service, he can refuse the assignment to the minor leagues, regardless of how many option years he may have remaining.

While the length of MLS needed for this right of refusal cannot be customized, you can turn off the ability to refuse minor league assignments in the Rules settings for that league. Underneath the "Minor League Option Years" there is a checkbox beside the line, "Disable right to refuse minor league assignment." Putting a check in that box will remove the right for players to refuse a minor league assignment.
