Everyone who even remotely follows the NBA knows that Lee is a much better player. The Knicks scouts apparently disagree (somehow). The equivalent in OOTP is that Lee would be a 3-4 star player according to every scout in the league except for the Knicks, who would rank him a 2 at most; while Stoudemire would be a 2-2 1/2 star player for every scout in the league except for the Knicks who think he's a 3 1/2-4 star player. I would bet money that the Knicks are dead wrong, but only time can tell. In real life there can be a lot of disparity in scouting and the same exists in the game (if you select that option, of course).
The game however notes in the manual that scout's reports are more accurate, on average of course, for players who in the organization vs. outside the organization.
