Simming 5-8 years for statistics and then allowing people to draft. Just trying to add anything I can to something I think is a fantastic idea.
I think you are spot on about the Commish taking a portion of the pool and having no team.
The main issue revolving around a Commish owning a team in a Money league is this:
Invariably, 99% of the time a Commish spends more time with the file, and fields a winning team.
In a money league, What if the Commish wins? Sure, most people wouldn't mind, but what if he REALLY wins....gets lucky....wins 5 titles in a row........I'd say the league would be dead in the water at that point.

Regarding historical or fictional, that's certainly a great debate. I think with money on the line, GMs will need a baseline to work off of -- as in something they KNOW. With all fictional players, it opens the possibility of the 'trust' factor going down a notch. When Babe Ruth enters the league, everybody knows he's good....so there's a baseline of knowledge there.
When some Joe Unknown gets a talent boost and starts hitting 40 HRs instead of 20...people start asking questions and you just can't leave room for that sort of stuff. So I'd say it has to be historical.
