1. I'm not 100% sure, but I think this is determined by the Tracked Stats Detail. It's under Game Setup --> League Setup --> Options. I don't know which level is necessary to get it to show, but it's definitely there for my league at Very High.
2. I'm a little confused about what you're asking. If you mean historical seasons (for example, you start in 1950 and want to know what happens in 1951), then the game will either import the rookies for the next year from it's database or make up fictional players, depending on how you have your league setup. You shouldn't have to download anything if I'm understanding your question right.
