An online subscription service would be more like what SI does with Football Manager Live, and would be the completion of the rumoured "OOTP Online" that's been thrown around on these forums.

My best guess (and some hopes) as to what exactly it entails is somewhat like what the OP said. It's a giant worldwide "federation", an expansion of online leagues to include head to head games over a OOTP server. However, to be completely honest, I don't know how big this leagues can get.... I'm pretty sure no one wants to be a AA manager, and baseball isn't like soccer in that it's limited in the number of leagues there are.
