No scouts in Mogul. Ratings fluctuated, but based on other things.

Essentially the OSA is very inaccurate. For veteran players they are often close to your scout. So for guys who have been in the league for a long while the OSA should be close. For young guys OSA can be way off. So can your scout. You usually find the biggest differences between OSA and your scout with minor league prospects.
For your scout, how much you spend on scouting and where you spend it can improve the frequency of reports which get better as the scout looks at player more. Scouting reports change over time. Sometimes it is because the player changed. Injuries and random talent change can change potentials and players develop. Sometimes the guy did get worse but more often your scout now has a different opinion of the guy when reports are contrary to previous reports. Usually the latest report is more accurate. Generally scouts know more about players in your organization than other players and scout ratings also determine how far off your scout is for players he has not seen much.
