You have a scout (scouting director) who works for you. There is also the OSA, which is the "scouting association" which produces scouting reports used for the various BNN pages. It is possible for ratings on two different reports to be different, even when done by your scout. Some of that is due to timing, but there may be some need for the game to reconcile those things a bit better than it does now.
