The reason for the world v nation statement was based upon not knowing how many entities/regions/races you were having. OOTP uses earth and has 39 ethnic groups and 200+ nations. If you were trying to do anything similar (10+ ethnic groups/planets/etc) trying to do it all under the nation of Endor would just be too limiting.
