Yeah, the face gen menu options didn't show in .17 for me either. FWIW my league is imported from version X. not created in 11. I did use the fix "go to each teams uniform screen and use the update player photos" which does to the trick and only takes about 5 minutes.
However if I go down to my minor leagues those players didn't get, in .15 or .17, menu options. Good news is you don't have to do the "team uniform screen fix" for all of your minor league teams if you don't want to. When you promote\demote a minor league player the game updates his picture and the menu selections appear.
I'm not going to worry about it as the workaround was an easy one time thing.
