Having teams in that country would make it faster, but the absolute fastest way to do it would be to set the league's nation to that nation, allow 0% of the players to come from international countries and then create x number of free agents that you'd want in the league from that country or change a team's nationality and do the same with that particular team. Does changing the team's, as opposed to the league's, nationality, do anything? I wanted to make a kind of international league, but then I realized that in, say, a Dominican league with teams from Mexico and Panama the teams would be filled with Dominican players. Right?
