I'm sure it doesn't, but as you are in the middle of a constant crash cycle you need to maximize your odds of getting out of it. I'm not sure what to try next as that should have done it, hopefully others that have experienced this can reply with further idea's.
As an absolute last resort you might try the reset league button - I think that got me past a crash cycle in ootp2. Is this a fictional or historic league by any chance?
