Not that this is going to help out.. but the league that lasted from 1963 thru 1979 was named the "Western Carolinas League"

The Western Carolina League was a Class D league from 1948 - 1952 then combined with the North Carolina State League to form the Tar Heel League. There was another Western Carolina League that started in 1960 as a class A league that changed it's name in 1963 to the Western Carolinas League"

Regardless, I haven't been able to find anything of a logo for that leaegue.. sorry..
