A google search came up empty for me, the file used to be available on a few non-baseball1.com websites, but now they are all linking to the v4 version. My final tips are to double check that the path you type within the game is correct, and if that doesn't work then break down and buy OOTP3 - it's only 20 bucks, there are tons of new features, and it's much more stable than OOTP2
