Not all players will develop their projected value - some will underperform, and some will outperform their projected value. The potential ratings can and will change, depending on the talent change randomness settings in the Game Setup. You definitely get lower-round breakout stars and 1st round flops just like in real life. Additionally, if you have scouting on, this will play a role as well. Your scout may think a player is a 5-star talent but in really he is not and will flop.

I am unsure of how young players are effected, is there a "rush" to the majors effect where some players can be negatively effected if they are brought into the majors too soon?
I'm less sure on this area and maybe someone after me can clear this up a bit. I'm relatively sure there can be a penalty if players play in a league over their current talent level, so yes, there is a risk of rushing players to the majors. I think (emphasis on think) that there is a benefit to sending struggling players down to AAA, but I wouldn't play too much credence on it.
