There have been a number of near-moves in MLB history. The St. Louis Browns nearly went to Los Angeles; the San Francisco Giants were close to being sold to a group in Toronto; the Chicago White Sox were in danger of leaving for Florida; and so on.
If you peruse old newspaper issues online you can find a number of such stories. They make for some interesting 'what if' scenarios...
Not unlike how the idea of splitting the leagues into three divisions was proposed in 1978 but was ultimately voted down.
