I don't see what options problems are caused for the player - if a guy is on the 40-man roster, and he's in the minors, you've burned an option. Options don't have anything to do with promotions or demotions; if a guy is on the 40-man roster, the only way to avoid burning an option year is to keep in the Majors (or on the big league DL) the whole season.
