Seems like I have been able to get this to work in previous versions, but in OOTP 11 I cannot seem to get the AI for unaffiliated minor league teams to sign free agents. I get warnings about illegal roster sizes and the only solution so far seems to be to act as the GM for each club and sign the minimum amount of players. That is not what I call a solution, but rather is a workaround for the problem.
