I tried really hard to persuade the AI to carry Blackburn (he's way better rated than their fifth starter), but the AI wouldn't comply. I'll look at it again, because it bothers me as well that he's in AAA, but it's tricky without making him a lot better than he really is. It's also pretty much impossible to get the 25-man roster right for the Twins, since they only carried four outfielders to start the year in real life, and the OOTP AI will always roster five outfielders, so someone like Dustin Martin is going to be in the Majors - nothing we can do about that. In earlier builds it was Jacque Jones, so at least it's a bit better now.
We don't choose the roster, staffs and depth charts for the teams - the AI does, based on the players available. Sometimes when these decisions are wrong, it's because the ratings should be tweaked, sometimes it's because the AI should be tweaked, and sometimes it's because the real life team has made an unusual decision. We can't get all of these things right, unfortunately (and if we change them, when you sim forward one day, the AI will just change them back). Of course when you control a team, you can set it up however you like, and even those players like Blackburn who start in AAA normally end up getting a lot of playing time during the season.
