I wonder if this has to do with something like your antivirus program. OOTP generates a lot of different files on your file system, and if your computer is constantly checking all of those files, it can really kill your performance.

Or maybe even Windows Indexing?

In most antivirus/security programs, there is a way to to exclude certain directories.
