Not true. The ten coldest counties in the continental US are all in Minnesota. The thing that Milwaukee, Chicago, and Detroit all have is a lake like right smack next to them. We just barely touch Superior and that's up in Duluth, the Twin Cities and all parts west are basically just farmland and plains so windchill makes the cold even worse. You'd be surprised just how much of a difference a large body of water like one of the Great Lakes makes on temperature.
