ptwarr18, I second Athletics17's comments. Making uniforms is not difficult but it takes a while before you become proficient and get good results. You do not have to be an artist to do most uniforms.
I use paint.net and I think the most important thing is to learn how to use its basic functions and how to work with layers. It takes a while to get to know the program but it's pretty easy to use. You might also want to download some free fonts. I can make some suggestions for those if you want. Try some of these to start -

There's a lot of good information in this forum and in the OOTP9 Mods forum as well.
I find it very rewarding to make my own uniforms. The best thing is to just get started and post your work here. There are a lot of very talented uniform designers on this forum who would be happy to help you out.
