In the real world, there are only 22 Short Season A minor league clubs while there are 30 major league clubs. Thus, 8 MLB teams do not have an affiliate at the Short Season A level. Indeed, the Short Season A classification has had 22 clubs ever since 1989.

By rule, MLB teams are only required to have affiliates at the Triple-A, Double-A, High-A, and Low-A levels (all of which are full season). How many affiliates a club has at the Short Season A and Rookie Advanced levels is up to each major league club, other than the proviso that a total of at least 160* affiliates must be supported. Since 120 of those are for the first four levels, that means the remaining 40 affiliates are spread amongst 30 MLB teams.

*Note that the AZL, GCL, DSL, and VSL aren't included in that agreement since those leagues are more like instructional leagues rather than true profit-making minor leagues.
