I don't think he is saying that he is getting the pBp text everytime he throws to third...yet that of the times he throws to third and appears to have caught the runner the fielder drops the ball every time.
What is likely happening is that the sim engine has determined the outcome - SAFE - and then chooses one of 30+ texts that correspond with that outcome. The dropped ball text just happens to be one of those 30+ choices for a "SAFE" outcome.
