I'm sure ootp sends out that plp text randomly (to add variety) or maybe it's based on the percentage of attempts made. Since you are attempting more pick offs than usual, you will see that specific message more often.
In reality though, it's the same as 'not' picking the player off. It most likely doesn't affect the actually number of successful pick-offs.
