I like going the other way: make hits = 3,000, homers 500, etc., what milestone means a guy is a lock for the Hall (I guess the modern era messes with the 500 dingers thing what with Jose Canseco and 3,000 hits too thanks to Raffy but it's easier to kick a couple guys out IMO), and then induct everybody else on a case by case basis.
