They do go into the \facegen\background folder...
make sure they are the correct file type.. .PNG at 90x135
I don't know if .jpg files are allowed or not. Any that I have created are .png and have always worked for me.
also, best to close OOTP before copying them into the folder and then re-launch OOTP...
