I let my minor league managers run the minors, but if I wanted to be more immersive as a GM, I'd definitely keep track of all minor league players.

Just like any other player, if they are struggling, I demote them. If they are succeeding, I promote them. Nobody is really a scrub until they flame out and can't perform at the next level.

I do have some journeymen minor leaguers, like my 34-year old AAA third baseman. He hits well enough to keep at AAA but obviously not good enough to make it to the big club. He provides leadership. He can stay until a) he retires or b) I have too many infield prospects to afford the roster spot.
