I have a quick question regarding how the game determines which type of ethnicity to use when generating a face. My question can probably be best illustrated by an example.

Take the US Modern ethnic group (#0). According to the ethnicities file, you have a 40% chance of an African face, 1% chance of an Asian or East Indian face, 50% of a Caucasian face, & 8% chance of an Hispanic face. Based on this, does this mean that every first name & surname that is assigned to group #0 has the same chance as above of appearing as African, Asian, etc.? I.e. if someone is generated with the last name Spottiswood, there is an 8% chance of him appearing as Hispanic?

Also, to confirm, OOTPX is limited to 40 ethnic groups (0 to 39)?
