New 2009 Major League Season - Setting up Feeder Leagues (or not?)

I know this topic has been covered extensively, but sometimes I just don't understand it.

I'd like to start a 2009 Major League season, using real players and real teams, and create a good feeder league situation.

Ideally I'd like to have feeder leagues, so I can see how the players are doing in the high school/college level before I draft them. However, what I want above all is a balanced crop of players in each draft going forward after my first season is over, even if that means not using feeders, or a mix.

Does that mean not creating feeder leagues at all? Or, if I should use feeders, how many leagues should I create?

I've tried several methods and after a couple of seasons things always get messy. I just want a sustainable MLB league that keeps the talent coming in a balanced fashion.

Thanks!
