Most people are using OOTP8 to scope out whether or not they want OOTPX. It's not a matter of expecting to stay with OOTP8. Secondly, the type of person who will stick with OOTP8 is likely doing so for one of two reasons: financial or commitment. Obviously, you don't want someone in your league with commitment issues, as commitment to the league is what makes it great. So go to OOTPX if you're starting a new league.

If you're having trouble starting an online league, consider starting it as a solo dynasty with the intent of moving to an online league in the future. You can develop a league following on the dynasty threads, and get your seed GM's from there. GM's will, in turn, be able to see your commitment to the league and get a good sense of the concept. Having a little bit of history to start out isn't a bad thing, either.
