2.) This is an OOTP 8 league - But that should make it easier since anybody can get 08 now free (and I am not having those patch problems X is having) so most people have moved on to other versions
Any suggestions for drawing managers in would be greatly appreciated

I wish I could tell you. We are having the same problems although we got enough to start our league. Leagues all over are finding it harder to fill then a few years ago. I think it could be just supply and demand. There are a lot more leagues out there. Good luck! I hope you get your league up! You welcome to join AHIBA until you get your league running- as we are starting the off season next week and will be hopefully expanding a few teams shortly. I took me a while to get a few new GMs- like 2-3 every few months. Back in the mid 90s we always had a waiting list
