A agree. Leagues with a crappy website suck, IMO. Not only should it be as eye pleasing as possible, but it should be intuitive and easy to navigate. After all, your frontpage is the first image and impression you have on any prospective GM. AND the GMs you have in your league take pride in being there when the website is something they can show to their non-OOTP friends.
I know that some leagues run well without a great website. The commissioner is extremely dedicated, on top of everything (although not to the extreme of knowing what goes on in every at-bat), never misses a sim, is always helping out, and generally has a forum that gets great traffic and the export % from GMs on a sim-by-sim basis is good. AND if you can do all that with a crappy website and you rarely have teams open... that's awesome. But I'm still bored if I am a GM in your league. Get a website. If you can't make one, find someone who will. Until then, your league is below average no matter how active everyone else is or how dedicated the commissioner is.

No doubt. Ditto on that note.
My likes:
- Fictional, historical, or real rosters... doesn't matter to me. I'm diverse in my taste with the subject.
- Leagues that get through the regular season in roughly 3 months.
- Online Utilities. StatsLab or Getch's OOTP:OU. Back in the day it was Catabase.
- League HTML Reports updated after each sim.
- Leagues that don't stop for the Ammy draft, but handle is starting opening day.
- Export Trackers
- Rules that have a proven track record of helping so that every team is somewhat competitive
- DL that are 14 days for leagues that run 7 or 14 day sims.
- Participation bonuses.
- Waiting lists that are never empty.
- Meeting GMs you met in an Online League to take in a RL baseball game.
- OOTP X
Dislikes:
- Websites that look like a 1st grader with a box of crayons.
- Personal attacks on league forums.
- Teams that trade away ALL their picks OR teams that horde 4 or more 1st round picks every ammy draft.
- Trading of draft picks more than 365 days in advance (allowing multiple years picks to be traded.)
- GMs that fear change.
- GMs that drop off the face of the earth and never return emails for longer than a week.
- Drafts that are longer than 2 rounds in a chat room/AOL IM.
- OOTP 6.5 (I don't run windows 3.1 anymore either)
