I think the Winter Leagues could function more like the way All Star teams do in OOTP.

Think about the similarities:
  1. Players on All Star teams are under contract to other clubs while they play on the All Star team.
  2. Players on Winter League teams are under contract to other clubs while they play on the Winter League team.
  1. Players on All Star teams are temporarily part of the All Star team for a few days, then returned to their normal club once the game is over.
  2. Players on Winter League teams are temporarily part of the Winter League team for a few weeks, then returned to their normal club once the games are over.
  1. Players on All Star teams can come from a number of different teams.
  2. Players on Winter League teams can come from a number of different teams.
I was initially going to say, "not like Spring Training", but I could see how that could work.

Although, if you wanted to work it similar to Spring Training (in that each team is comprised of players from one single organization), you could do that now by making a new minor league affiliate for each club with a schedule from November to January.

It would really only work for human leagues though, the CPU would have no concept for why these new affiliates exist.

Of course, that wouldn't get rid of the existing Winter League classification.
