The easiest way to accomplish this is to put yourself in control of roster moves instead of the AI.
Also, IRL, players who are out of options and don't make the opening day roster automatically need to clear waivers to remain with the same team. The game, if it wishes to be true to major-league-roster rules, shouldn't permit us to circumvent this rule by simply not inviting players who are out of options to spring training.
