The most common reason why the AI releases a whole bunch of minor leaguers at one time, is to make room for a bunch of rookies who just got drafted. This is what happens IRL (though usually not all on the same day
)
If you don't want this to happen you can: 1) control all teams in all leagues yourself; and/or 2) don't have a draft.
