From my experience, they do start with a 20-21 potential, but once in your farm system, they actually change, based on performance.
Perfect example, I took a LF in the 6th round, 20 overall and 21 potential. He's in his 5th year now, currently on my AA team, overall of 24 and a potential of 64 (I would put a screenshot, but I'm at work, sorry).
