SlyBelle,

Which OS are you using?

Please try this:

1. Open OOTP
2. Go to Game Preferences
3. Go to Open Config Folder
4. Open the file called "app"
5. Find the line entitled "http_timeout_milliseconds"
6. Change the value to 50000
7. Save and quit the "app" file
8. Quit OOTP and open again, and see if you can open up the help.

Incidentally, there is a bug recorded for the timeout error, BZ 3317.
